Article 24. Civil cases under the jurisdiction of the district court republic, regional court, federal city court, autonomous region court and autonomous district court) and 27 (cases under the jurisdiction of the Supreme Court of the Russian Federation) Code of Civil Procedure, are considered by the district court as a court of first instance.
The district court is the instance for appealing the decisions of justices of the peace.
Article 320. Right of appeal

If the SMS notification was not delivered to the subscriber after two attempts to send it again, then the notification or summons to the court to the participant in the court sessions is sent by a court summons with a mail notification of receipt, and is also delivered to the addressee by court courier.
